Kazuma Kamachi's A Certain Scientific Railgun (2009) takes place in Academy City, the setting of his A Certain Magical Index. (Toma, the hapless hero of Magical Index, even gets a cameo.) Girls at Tokiwadai Middle School learn to develop their esper powers, which enable them to manipulate matter and energy. The school's top student is hotheaded electricity handler Misaka Mikoto. Her roommate, telepath Kuroko Shirai, is a member of the Judgment, a squadron that ensures civic order. They're joined by computer whiz Kazari Uihara and Ruiko Saten, who possess no supernatural abilities. Initially, the girls tackle small-time bullies, but the story shifts gears in episode six, building to an all-out battle that borrows from Akira. The filmmakers can't seem to decide if they're making a celebration of girl power or a fan service comedy. Misaka unleashes her formidable blasts of lightning against anyone who annoys her--only the "image breaker" in Toma's right hand can fend them off--and Kuroko is no slouch in a fight. In between battles, the filmmakers throw in panty jokes, gratuitous shower scenes, and Kuroko's unsuccessful attempts to seduce Misaka. A Certain Scientific Railgun isn't raunchy enough to satisfy devotees of jiggle series, but its extraneous nudity and underwear gags will alienate young women who enjoy programs that focus on female empowerment.
